Two Arrested On Drug Charges After Surveillance

Two Clarksville residents were arrested at approximately 9:30 p.m. on Tuesday, March 15 on drug charges after a surveillance team noticed their erratic driving. 

Arrested were Brittany Bowen, age 21 and Francis Stepp, age 43.

Deputies were conducting surveillance in the Spadra community after citizen's complaints of suspicious activity.  Deputies noticed the driver of a dark truck acting suspiciously in the area and were watching the truck when the driver drove to the end of a dead-end road and began driving down the edge of the railroad tracks.

Corporal Glenda Morrison noticed the truck and was waiting to talk to the driver at the intersection of Spadra Road and Crawford Street.  When the driver noticed the Sheriff's vehicle parked at the intersection the driver stopped and sat for approximately a minute.  When the driver approached Morrison's location, Morrison noticed a male and female in the truck and ordered them to show their hands, based upon movements in the truck.

When Morrison approached the drivers door of the truck she noticed drug paraphernalia items in plain view on the seat of the truck.  When she asked the driver to step out of the vehicle an item of paraphernalia fell to the ground. Deputies Jacob Shook and Todd Russell, who had also been monitoring the truck arrived at the scene.  Deputy Russell then walked to the location where the truck stopped initially and discovered several items, including suspected methamphetamine lying on the ground. 

4 baggies of methamphetamine weighing a total of 2.5 grams were located.

Both subjects were arrested and transported to the Johnson County Detention Center.  Bowen is charged with Possession of a Controlled Substance With Intent To Deliver and Possession of Drug Paraphernalia.  Stepp is charged with Possession of a Controlled Substance With Intent To Deliver, Possession of Drug Paraphernalia, Fictitious Vehicle License and Defective Equipment.
